分化还是分层——英格兰高等教育分类管理中的新矛盾Differentiation or Stratification?——A New Conflict in Classified Management of England Higher Education

摘要(Abstract):
1992年废除双元制后,英格兰高等教育市场化趋势越来越明显,尽管院校自主多元发展起来,但是没有实现明显的功能分化,反而院校的地位分层日益加剧。在由各种形式的等级制组成的高等教育体系下,很难建立起一种科学的分类体系,而引入准市场机制只会强化已有的垂直分层。实现高等教育分类管理的前提是消除各种形式的等级分层,分类管理的理想目标是高校的自主分化。
